My immediately preceding telegram.
Minister for Foreign Affairs to His Majesty's Ambassador.
"I have the honour to inform Your Excellency that, while the Chinese Government recognises that the question of lease of the Hong Kong New Territories under the Convention of June 9th 1898 is not related to matters under negotiation in connexion with the Treaty signed to-day, it is their desire to raise the question at a more appropriate time".
Reply "I have the honour to acknowledge receipt of Your Excellency's note of to-day's date which reads as follows: (quote note in full).
His Majesty's Government in United Kingdom also considers future of New Territories outside the scope of the Treaty signed to-day and they are unable to discuss the matter now; but, if the Chinese Government desire that the question of lease should be reconsidered, that it is a matter which in the opinion of His Majesty's Government should be discussed when victory is won"
